- 12 oz evaporated milk (or whole milk)
- ½ cup regular milk
- 1 tsp salt
- ½ tsp black pepper

Instructions
- Preheat the oven to 350°F (175°C). Lightly grease a 9×13-inch baking dish with cooking spray.
- Brown the beef and onions in a large skillet over medium heat until fully cooked. Drain any excess grease.
- Prepare the potatoes by peeling and slicing them into uniform ¼-inch thick rounds for even cooking.
- Start layering:
